Statutory Mandate of the Council
The Council was established as the primary institutional mechanism to formulate, harmonize, and oversee sub-national enterprise development programs across Bauchi State. The proposed mandate encompasses six fundamental functional areas:
Policy Formulation & Harmonisation
Formulate and advise the State Executive Council on policies that affect micro, small, and medium enterprises, eliminating overlapping mandates and conflicting regulatory burdens between state and local government organs.
Statewide Business Formalisation & Enumeration
Coordinate the digital onboarding and physical clinic registration of informal businesses into structured databases, assisting micro-enterprises with CAC reservations, tax identification, and banking access.
Access to Affordable Enterprise Finance
Collaborate with development finance institutions (Bank of Industry, Central Bank intervention desks) and cooperative credit agencies to facilitate single-digit revolving facilities for artisanal and agro-processing clusters.
Enterprise Capacity & Skills Upgrading
Deliver structured vocational, managerial, digital commerce, and financial literacy training in partnership with SMEDAN, vocational academies, and trade associations across all 20 LGAs.
Market Linkages & Export Facilitation
Promote Bauchi-made goods through state and regional trade expos, AfCFTA readiness masterclasses, industrial off-taker agreements, and product testing support with NAFDAC and SON.
Presumptive Tax Rationalisation
Work closely with the Bauchi State Internal Revenue Service (BIRS) to ensure predictable, fair presumptive tax regimes that eliminate multiple taxations and predatory roadside collections.
